The bottom line is that a tuba is: a) not a cylindrical pipe, and b) not a conical pipe.
The simplistic view of acoustics/physics that you have imported from strings and organ pipes is not correct. It's close enough for gov't work - but fails immediately when you start to do any computation, or even think about it.
