There are two thickness of the ring in the outer diameter. The actual thickness should therefore be half of 3/4", which is 3/8". That's only 1/16th different from the 5/16" reported, which is within measurement error for people not using calipers carefully.

I would instruct a shop to get 3/8" solid brass rod and form it in a circle with a 1" inside diameter, silver-soldering or brazing the end, grinding a 1/2" long flat spot, and then silver-soldering or brazing the flat spot onto a sheet of .02"-thick brass sheet of the shape needed to solder to the instrument. (The flat spot may need to be round if you are mounting it on a smaller branch.) Any fabricating shop should be able to make that from that one-sentence description. You can have it silver-plated at a shop that plates mouthpieces, and then have it soldered in place by a local repair tech.
