My business associate who does this work for a living requires a coating of lacquer over the area to be engraved. Once engraved, the lacquer can be stripped. The "toughest" brand of aerosol paint stripper will do the trick and not harm the silver in any significant way.

Yes, the engraving will cut through down to the brass, but only down inside the engraving cuts.

There is no such thing as durable spot re-plating. I would compare spot re-plating to finding a magic marker that perfectly matches the color of your car's paint job.

Most engraving work is reasonable. Excluding shipping, handling, and (job-necessary -- see above) lacquer removal costs, even a large "York" engraving pattern may only retail for around $200, and smaller jobs are priced proportionally.
