Matt's rule #2 is as stated:
If one horn plays different from several others of the same make and model, there must be a physical difference that is causing the problem.
Is something stuck in it?
are the valves aligned?
Is there a bad dent in it?
Is it full of crud?
Is there a solder blob or other irregularity from manufacture or previous maintenance?
There has to be a reason or the combination of several little reasons it plays poorly.
You likely will have to take it to an experienced repairman that understands tubas.
