Tempo is a relative thing, particularly in "romantic" style pieces. Don't worry about playing the movement in the "right" tempo, just try a few different ones until it feels right. Also, don't worry about playing the entire movement in one strict tempo a la Dr. Beat - the opening tuba solo can be quite slow and lyrical, while the more dramatic sections can be played faster, even with accelerandi as the tension builds. Then the following Db major section can ease back in tempo a bit until the next dramatic moment. Get the idea? Experiment and have fun with it - make the piece your own - you'll find it much more satisfying than cloning another ensemble's performance. Good luck!
