I wrapped the bottom bow of an old Besson with cloth bicycle handlebar tape. Neither the Besson nor the cloth tape are available any more, and the adhesive leaves a residue.
On my Miraphone, I just cut out an appropriately sized piece of leather, punched some holes down the edges, and laced it up through the holes. A warning about leather, however: Leather tanning chemicals may cause corrosion. I would suggest sewing a vinyl backing onto the leather.
I don't remember what the material was on the Holton.
If you want padded material for the bottom bow, you might consider sandwiching a layer of closed-cell foam between whatever cloth is handy, and laces the edges together after wrapping it around the bow.
