The 5th valve on CC vs. BBb to me is a simple one. Most theory books state the low range of tuba is down to low E, therefore most composer don't write below that note very often. The low F is a fairly common note in tuba literature and needs the 5th valve to play in tune on a CC without having to pull slides or lip the note. On a 4 valve BBb the notes all the way down to low E are already in tune, so the 5th valve would only help on the notes below that, which are not nearly as common. Hence the 5th valve on a CC would get used a lot more then the 5th valve on a BBb.
