Can unaligned valve be repaired?

I have one valve on my tuba that sticks a little. It's not a lack of oil, it's because it appears to be 'out of alignment' (not sure that's the correct techncial term). If I unscrew the valve cap and pull the piston out a bit and then spin in around in the casing I can feel it binding up in spots. That's what I'm calling 'unaligned'. The other three valves all spin around smoothly, no catching or binding. If I put a little pressure on the tubes leading to the bad valve it helps make it spin more easily. Can something like this be repaired?
