Even if I do not share you liking of the 321 (I find it an agile, but very dull instrument), I have taken that much interest in your project, that I a bit loosely calipered the bell of my Besson 981 just over the ferrule to the bottom bow. There the dimension is a bit under 4".
So I hardly can understand the 13-1/2" dimension, that you cite.
Are you planning just to mount a new flare and maybe a new throath?
If so, you should live in a land of great opportunities.
If you are going for a flare only, then there should be plenty of them from scrapped smaller sousas and bell front tubas.
Or there should be quite a number of detachable straight bells out there, if you go for a new throat area as well. At least there should be a number of York Monster Eb bells available for part(-s).
