The short answer to your question is no, there are not MW F tubas out there that warrant a $7000 used price.
I admit that if a particular instrument was really a great match for me and I had no intention of ever selling it, I might be tempted to overpay a little.... but this tuba (without any specific knowledge) seems more than a little overpriced.
The newer models of MW F tubas are, in my opinion, successful attempts to improve on the older models.... for me, another vote against the $7K horn.
Get specific information about the tuba (model #, condition, etc.) and give Dave Fedderly and/or Matt Waltersa call. They could give you a better idea of what this used horn is actually worth, as well as alternatives.
