I don't think it was brass band pitch, but the old standard pitch for all bands, called high pitch. The W-shaped tuning slide was a standard factory low-pitch accessory on many instruments from the early part of the 20th century.

York tubas have tremendous cachet and some of them have a truly unique and wonderful sound, but I'm not sure that these special qualities are either present or appreciated in baritones and higher brass instruments.

Did the instrument say (as I suspect) "J. W. York and Sons"? If so, it's definitely early 20th Century. York sold out to some of their workers in the late 20's, and the company became the "York Band Instrument Company."
