When I started on brass in 1960, my first book was maybe 25 years old. It had sections for treble clef as well as bass clef instruments.
The latter presented fingering tables for tubas in F, Eb, Db, CC, and BBb.
Your estimade of the production year of that tuba is very likely true. In my eyes, that would not exclude an original key of Db for that instrument.
