In Pennsylvania, it is simlar to VA... There is a district, then regional, then all-state level. You must be in the top x percentile of your section to advance...

I know West Virginia is just one mass audition--anyone can go, and it is open to all.

Delaware is the same way.

The district/regional thing is not very fair, in my opinion... But, in large states, it can be difficult to have a mass all-state audition, due to travel restraints... Some people would be traveling 200+ miles to get there, and I suppose that would deter some students and band directors from even participating. I think that is the reason for the district-regional-all state, or similar systems...
