From what I have heard about Rusk horns, they are very well done. However, most of the small horns that I have seen seen and played that are "cut-downs" seem to have been very amateur jobs. My personal opinion is that if a horn is a good horn, there is no reason to chop it up. Granted, most of the horns cut down are horns that would need a complete overhaul anyway. I have a full sized CC (a Kalison, I like it, but they are not too popular on this board), but if I were to buy another full sized horn, I would definitely consider this 34J. I have no problem switching from B-flat to C or to E-flat, so the key is irrelevant to me, the quality of the horn is more important.
