I had a salesman (tuba player) from a MAJOR tuba store laugh at me the other day when I told him this story. When I was in school we made our own mutes (TN TECH STYLE). Before we glued the corks down, we would have someone raise and lower the mute into the horn to find the "sweet" spot. We then marked the mute and fixed the corks accordingly. I remember the mutes did work better at a certain depth in the horn. If you have a good mute and it doesn't seem to work in a certain horn this may be something to try.
