I know that Dillon's has a couple of older BBb piston horns which may fit the bill. I remember seeing at least one 4 valve King in that price range. Check with Dave Fedderly also. I agree that $1700 will be tight, but it may be doable. You just need to be willing to take a bell front horn or make some other compromise. I think a good rotary in that price range will be next to impossible to find.
