Prokofiev is available in the U.S., because he was in the west when he wrote it. I haven't looked recently, but I think the Torchinsky excerpt book of the Prokofiev literature in it is still available. Shostakovich is the composer whose parts are no longer available (plus some others). I think an orchestra expecting performance of excerpts that cannot be legally obtained is risking a lot, and putting auditioners in a hell of a position.
