Don't most of the miltary band tuba sections use CC horns?  I would think most high level coolege wind symphonies use them as well (for instance, U(sic)GA).
I think the difference is less in quality and more in what you think a band should sound like.  When I hear bands with all BBb horns, there is no tangible bass voice.  You just feel a bottom, a "roughness."  With  CC horns, it's like listening to an orchestra or a choir.  
I can't say I would expect manufacturers to spend that much money to change or add new tooling, but would there be a market for such horns if this ever happened?  I guess my whole inquiry is based on theory only.
