The ease of notes on a smaller mouthpiec

I recenty played for about an hour with a trombone mouthpiece in my tuba, and it was exceeding hard to B natural through D (below staff). I've never noticed these notes are harder to produce then any other notes on my tuba, but being more sensitive to this after the trombone mp experiance, I've noticed that even with a normal tuba mp (24aw) it IS harder to hit these notes.
I also noticed that my low C, out of all of the notes I can hit, is the hardest to keep in tune, and feels no where near as "solid" as the rest.

My questions are:

1.Are these notes (b nat to d nat) universally harder to hit on most 3 valve BBb's

2. Is C simply universally harder to keep in tune on most BBb's?

3. Does proximity to the Key a tuba is tuned in mean a note is harder to keep in tune? (ie, would a D be harder to hit on a CC? or a F harder to hit on a Eb?)
