It depends on how you look at it-- I consider the "1-2" fingering an alternate fingering for third valve notes, as the 12 combination in the mid-low register has tended to be sharp on every BBb, CC, and EEb tuba I've owned(haven't owned an F, but I suspect I'd find the same thing), whereas 3rd valve has put it pretty much in tune.
To me, using the third valve seems to make more sense ergonomically, as well -- less awkward in scales, common trills, etc. but that's pretty subjective.
