A good source for a discussion on this is the Bach webpage. They talk about how the different bores and leadpipes and bells change the timbre of the sound and add to or decrease the ease of use of the instrument. (Selmer.com). Bach uses the inside diameter of the second valve slide to measure the bore size. I'm not sure if this is how the tubas are indexed though.
