I have three different mouthpieces that I bounce between for smaller Eb tuba playing. They are:

Perantucci 8S
Dillon/Sheridan PS3
Schilke 69C4

All of these give reasonable response in the low register while doing very well in the middle and upper register. At least for me they do. The biggest piece of advice I can give you about smaller Eb tuba playing is that you need to pursue sound quality in realistic terms with the smaller Eb. Don't try and sound like you're playing a bigger tuba because you aren't. This is a common mistake when players first pick up an F tuba as well. The key is to achieve a characteristic sound for that tuba, whatever tuba it is. To that end, choose a mouthpiece that matches well with the tuba and its characteristic sound. One clue you will have with that selection process is that the right mouthpiece will also yield some reasonable intonation on the tuba. Good luck!
