I am not into CC's, but I have 5 valve instruments and can transpose a bit, so I hope I get the fingering in the low range of a CC tuba right.

Eb - 345 or 1245

D - 2345

Db - 12345

A four valve CC could make it reasonably down to Eb, D would not be good and Db would not be there at all. As true notes that is. Privileged (or fake) notes should be available, but not all players like to use those. And not all instruments support them equally well.

And then that odd long whole step valve is very useful in some other places. C# just below the staff is better fingered 235 than 24. The same goes for F# a fifth lover.
