ID a TUBA (belgium)

I have a Tuba here that I've never heard of before. The fancy etching says "De Rins Bros, Patented, Antwerp, Belgium, Walter E. Lear, New York NY". The De Rins part is in script & the "R" might be something else. It is German Silver & has nice figured joint/coupling rings. The horn appears to have been converted to BBb from CC. In the scroll work there is a picture that looks like a Roman playing a bugle. Does ANYONE have info possibly pertaining to this horn? Or any Belgium Makers that might have produced this thing?
