Nope, you can't "partially rechrome" the inside slide tubes, and replacing them is probably just as cheap (and better) than rechroming the old ones - as the old ones now have wear "ruts" in them.
On the other hand, Blessing (who has fantastic prices for great trombones) used to wholesale to dealers a complete bass trombone playing slide assembly (lacquered) for less than $300 (reasonable discount customer price: about $450, particularly since no labor would be involved.) Unfortunately, Blessing discontinued their bass trombone because it was cutting into production of other trombones which were more profitable and more in demand.
