Rick is, of course, right on all the technical stuff. The other stuff is more subjective.

The context for your playing and the type of music you wish to play seem to be most important factors in your choice. Worry less about fingerings and price range. Witness my story:

I, too, was a "comeback" player, except that I was coming back from (forgive me) trumpet playing (Bb fingerings) when I saw the tuba light. I started with an old 3-valve Eb just because it was cheap. Then I found what I really wanted: a 5-valve F tuba (good shape used from a reputable dealer for under $2000). It wasn't THAT hard to re-learn fingerings.

Of course, a lot of what it comes down to is your gut when you connect with a horn you're trying out. If it has the sound and feel that you want (no matter the key), and you can afford it, then that's the one.
