check to be sure that tuba isn't made overseas. If so it may have a british sized shank.
to loosen up the vales & everything else throw it (figuratively)into the tub full with warm water, & a little soap. That should loosen things up enough so you can clean the years of scunge & oxidation out of it all. (it works for me) enjoy the quality time with it in the warm tub. it'll respond favorably. just don't let her smoke after you're all done lubing her up.
