Super Sharp Playing EEb Tuba

I have a really old Johann Michl & Sohn EEb Tuba. It plays a half tone sharp even with the slide pulled all the way out. There is very little difference in pitch with the slide in or out for that matter. I have repaired 15 solder leaks suspect there may be leaks due to rotor wear. However, the tuba does NOT play stuffy and the valve action is great! I have added a sousaphone bit and that has not helped either. I have also checked for foreign objects lodged in it but have so far found nothing.

Due to it's size and the configuration of the main tuning slide, I suspect it may have been originally a high pitched F tuba with EEb tuning slide conversion. Does anyone know of any repair shops that could make extensions for the slides or someone who could set up a slide that will enable the horn to play in F? Also, does anyone know anything about it's history or the history of the company? I would greatly appreciate some help here!
