Instead of a predictably wishy-washy answer like "Well, both...blah, blah, blah...", I am going to stick my neck out and just say that the BODY of the instrument is what makes a tuba "bigger", as you put it. After all, the big Yorkaphones all have a medium bore size in the valve section of about 3/4" (.750"), and they certainly are considered "big", both in classification and indeed aurally. The machine/valveset bore and mouthpipe bore certainly effect how a tuba FEELS to a player (and indeed, may effect a player's musical affection and technique, especially when first becoming accustomed to it), but primarily how a tuba SOUNDS to a listener (given the same player doing basically the same stuff) is determined by the bell and expanding branches of the instrument, I believe.
