In my past life as a Software Engineer I saw the exact same scenario when it came time to interview someone for a position. The more certificates and classes they had listed on their resumes, the lower they seemed to fall on the competency scale. Many of them liked to play the game and collect certifications, but few really understood what they were doing. Of the really top flight UNIX admins and programmers I knew, none were "certified" by any testing groups.
